Contract and Procurement Fraud Investigation Guidebook by Summary

Contract and procurement fraud, collusion, and corruption are worldwide problems. Such wrongdoing causes federal, state, and local governments, as well as private-sector corporations and businesses, to lose funds and profits, while the wrongdoers unjustly benefit. Bid riggers conspire to eliminate fair and open competition and unjustly increase prices, allowing some to monopolize industries. Too often, contracting officials and others responsible for placing orders or awarding contracts compromise their integrity and eliminate fair and open competition to favor vendors offering bribes or gifts. This results in unfair playing fields for vendors and causes financial losses for businesses, government agencies, and taxpayers. Charles Piper’s Contract and Procurement Fraud and Corruption Investigation Guidebook educates readers on fraud and corruption schemes that occur before, during, and after contracts are awarded. This book teaches not only how to identify such wrongdoing, but also how to investigate it and prevent reoccurrence. Piper shares the Piper Method of Conducting Thorough and Complete Investigations, his innovative and proven method of investigating contract and procurement fraud, and demonstrates its principles with personal, on-the-job examples (which he calls "War Stories") woven throughout the text. Intended for criminal justice students, as well as investigators, auditors, examiners, business owners, policy-makers, and other professionals potentially affected by fraud, this book is a must-read guide to effective procurement and contract fraud investigations from inception to testimony.

Machine Vision for Inspection and Measurement by Herbert Freeman Summary

Machine Vision for Inspection and Measurement contains the proceedings of the Second Annual Workshop on Machine Vision sponsored by the Center for Computer Aids for Industrial Productivity (CAIP) at Rutgers University and held on April 25-26, 1988 in New Brunswick, New Jersey. The papers explore the application of machine vision to inspection and measurement and cover topics such as the problem of object-pose estimation and depth recovery through inverse optics. The use of machine vision techniques in inspection of integrated circuits and semiconductor wafers is also discussed. Comprised of 11 chapters, this book opens with the problem of using fine-grained parallel machines for VLSI inspection. The discussion then turns to a variety of real-life applications of machine vision, including inspection of integrated circuits, semiconductor wafers, TV-tube glass, and mechanical parts. The use of machine vision to measure the curvature of the human cornea for vision correction and contact lens fitting purposes is also considered. The remaining chapters focus on motion estimation from stereo sequences using orthographic-view algorithms; photometric sampling for determining surface shape and reflectance; and efficient depth recovery by means of inverse optics. A chapter addresses the question of whether the industry is ready for machine vision and comes up with some optimistic predictions. This monograph will be of interest to practitioners in the fields of computer science and applied mathematics.

Politics: Last Act of Defiance by Scott Bolinger Summary

Introduction This book was started based on my fight against a corrupt government. I served on a community board and ran for several public offices. The local city government and city council did not like my campaigns so I became a political target. I took a lot of heat from the local government for several years with them interfering with my business and my everyday life. I had to put up with their misinformation and defamatory campaigns. After a couple years of being attacked on a regular basses I decided that I should start recording every encounter. A couple encounters is not a big deal. 50 encounters starts to become a big deal. So I started collect any and all documents to prepare for a possible suit against the city. After several years of taking heat and the government refusal to let up, I figure they were not going to go away. The local government made me a political target which destroyed both my reputation and business. I had put up with the city creating misinformation about me and about my business. I was harassed, segregated, and ostracized and they put me in a position that forcing me to consider packing up and move out of town or to fight back. This book goes through many of the battles I went through. It also goes through many of the policies that I have sent to local, state and federal law makers to help promote change. I also go through several research analyses that I had conducted. I hope that this book will help serve as inspiration for people to keep fighting and if that don’t work, then fight smart.

Quality Beyond Borders by David Hutchins Summary

Winner of the Walter E. Masing Book Prize 2019 at the International Academy for Quality. Perceptions as to the nature of the Quality Sciences and disciplines vary across the world depending on local industrial history. This can cause problems for global organisations who often want to retain the quality policies of the parent company whilst attempting to embrace the approaches familiar to local people. For example, whilst Western organisations have embraced Six Sigma, Lean and other Japanese management techniques, we have tended to adopt them in a hotchpotch fashion, bolting them on without ever understanding the context behind total quality control. In Japan, these concepts are not considered to be standalone but are all part of a seamless companywide matrix of interactive concepts, which can be summed up as company-wide quality work, of, by and for all. In essence, this means that ‘quality’ is everybody’s responsibility from the chief executive downwards. David Hutchins has over several decades worked in all of the cultural blocks and has consistently managed to integrate all of these differences into a single companywide approach. When the concepts covered are integrated into a total company-wide programme, the intention is to make that organisation the best in its business; in Japanese terms this implies ‘Dantotsu’, which means ‘number one thinking’. Accessible and practical in approach, Quality Beyond Borders is split into short sections, each representing a self-contained idea for the reader to digest and reflect on. It is a valuable resource for business practitioners, students and academics alike that will enable you to reach beyond your own borders to implement new ideas with significant results.

Victims of the Chilean Miracle by Peter Winn Summary

Chile was the first major Latin American nation to carry out a complete neoliberal transformation. Its policies—encouraging foreign investment, privatizing public sector companies and services, lowering trade barriers, reducing the size of the state, and embracing the market as a regulator of both the economy and society—produced an economic boom that some have hailed as a “miracle” to be emulated by other Latin American countries. But how have Chile’s millions of workers, whose hard labor and long hours have made the miracle possible, fared under this program? Through empirically grounded historical case studies, this volume examines the human underside of the Chilean economy over the past three decades, delineating the harsh inequities that persist in spite of growth, low inflation, and some decrease in poverty and unemployment. Implemented in the 1970s at the point of the bayonet and in the shadow of the torture chamber, the neoliberal policies of Augusto Pinochet’s dictatorship reversed many of the gains in wages, benefits, and working conditions that Chile’s workers had won during decades of struggle and triggered a severe economic crisis. Later refined and softened, Pinochet’s neoliberal model began, finally, to promote economic growth in the mid-1980s, and it was maintained by the center-left governments that followed the restoration of democracy in 1990. Yet, despite significant increases in worker productivity, real wages stagnated, the expected restoration of labor rights faltered, and gaps in income distribution continued to widen. To shed light on this history and these ongoing problems, the contributors look at industries long part of the Chilean economy—including textiles and copper—and industries that have expanded more recently—including fishing, forestry, and agriculture. They not only show how neoliberalism has affected Chile’s labor force in general but also how it has damaged the environment and imposed special burdens on women. Painting a sobering picture of the two Chiles—one increasingly rich, the other still mired in poverty—these essays suggest that the Chilean miracle may not be as miraculous as it seems. Contributors. I am 57 year old native Virginian whose family came here in the early 1600s. I have collected since my early teens from a mostly rural area where many would think there would not be a lot of collecting possible but I found that not to be true. There is a link between collecting an addiction but is is just the thrill of finding each and every piece that you can. For years I seldom sold a piece but when I did I found that same thrill for the second time. It was not unusual to sell a piece for four or five times what I had paid. From my history loving family I have had a lot of help as they will often tell me what they have seen so that I can go back and make a deal on it. My wife now goes out once or twice a week to help me and often ended up selling as well. The selling part is important as it enables me to collect pieces I would never sell without taking away money from our family budget. It has become a lifestyle which has goes into everyday life as well as I try to get the best deal on everything. Now if I could only bargain on the gas bill or the water bill my life would be complete.

Real Resumix & Other Resumes for Federal Government Jobs by Anne McKinney Summary

This book is designed to help people who seek their first federal government job as well as federal employees who want to advance in the system. The process of getting a government job often involves preparing complex applications or specialized resumes which include the "resumix." One complication of the federal hiring process is that the resume used for federal employment is not the same as the resume used to obtain civilian employment. This book shows examples of effective federal resumes and "resumix" that have worked for real people. The book doesn't simply "tell how" to write the resumix or federal resume; it actually "shows how" to write effective federal resumes in sample after sample related to multiple fields. This book will do a great deal to make the federal hiring process understandable as it illuminates one of the most complex features of getting a government job: writing the federal resume or resumix. In addition to the federal resume, application for federal employment can be made by preparing the Optional Form 612 (OF 612). This book also contains examples of the 612 application.

The Me I Know by Susan Krauss Whitbourne Summary

For the last 5 years I have been living with 94 adults. These 94 adults made up the sample of people in a study on adult development that Dale Dannefer and I began in 1980. This book represents my efforts to condense the almost 200 hours of tape-recorded material from the 94 adults into a form that captures at least some of the diversity and also some of the commonalities in their answers to the ques tion "Who am I?" My version of their answers is based on their reflections about themselves as family members, workers, and people with a goal in life. In arriv ing at the conclusion that adults attempt to see themselves as loved, competent, and good human beings, I believe that I have done justice to these people and their answers to my interview questions. Arriving at the point of being able to write about these 94 people's identities has not been an easy process. Countless attempts at numerically based rating systems were tried and discarded progressively, until finally I decided to read all the trans cripts in sequence, person by person rather than question by question. What I found when I approached them as total individuals was surprising to me. I found a vibrant theme of certainty and self-assuredness in their identities that flew in the face of my previous ideas about developmental change in adulthood.

Disaster Recovery Project Management by Randy R. Rapp Summary

The scope of disasters ranges from man-made emergency to natural calamity, from a kitchen grease fire to a hurricane or volcanic eruption. While each type of event requires a very different scale and type of immediate response, the project management challenges that face restoration and reconstruction professionals after the emergency phase is complete are remarkably similar. Using decades of real-world experience and academic research, the author explains pertinent requirements and methods for the contractors and other professionals who bring order from chaos. This is the first systematic presentation of the tools and skills needed for disaster recovery project management. It is designed primarily for contractors, although it will also be of value for those who might hire them, the communities they serve, and their organizational partners in the disaster recovery effort. The volume is focused on informing the management of projects that recover the built environment after emergency conditions are sufficiently stabilized, and supplements and complements books devoted to conventional construction or emergency relief management.

The Rich Cut Glass of Charles Guernsey Tuthill by Maurice Crofford Summary

"In this detailed narrative of the business Tuthill founded, the patterns he created, the techniques he used, and the other artisans and consumers he knew, Maurice Crofford has written the story of an earlier, more elegant and leisurely era. For those knowledgeable about cut glass, the development of the forms will be instructive; for others, who simply appreciate the beauty of the glass, the numerous black and white photographs will appeal. Beyond both of those dimensions, however, Crofford provides a fascinating insight into the ways industrialization and mass production and, more especially, the automobile, changed forever the ways upper-class Americans lived, entertained, and displayed their good fortune. In Tuthill's career, moreover, Crofford finds an example of American ingenuity and creative genius in responding to changing times."--BOOK JACKET.
