Summary:

" There is growing alarm over how drugs increasingly empower terrorists, insurgents, traffickers, and gangs. But by looking back not just years and decades but centuries, Peter Andreas reveals that the drugs-conflict nexus is actually an old story, and that powerful states have been its biggest beneficiaries. In his path-breaking Killer High, Andreas shows how six psychoactive drugs--ranging from old to relatively new, mild to potent, licit to illicit, natural to synthetic--have proven to be particularly important war ingredients. This sweeping history tells the story of war from antiquity to the modern age through the lens of alcohol, tobacco, caffeine, opium, amphetamines, and cocaine. Beer and wine drenched ancient and medieval battlefields, and the distilling revolution lubricated the conquest and ethnic cleansing of the New World. Tobacco became globalized through soldiering, with soldiers hooked on smoking and governments hooked on taxing it. Caffeine and opium fueled imperial expansion and warfare. The commercialization of amphetamines in the twentieth century energized soldiers to fight harder, longer, and faster, while cocaine stimulated an increasingly militarized drug war that produced casualty numbers surpassing most civil wars. As Andreas demonstrates, armed conflict has become progressively more "drugged" with the introduction, mass production, and global spread of mind-altering substances. As a result, we cannot understand the history of war without including drugs, and we similarly cannot understand the history of drugs without including war. From ancient brews and battles to meth and modern warfare, drugs and war have grown up together and become addicted to each other. "--

Summary:

"Maritime piracy-like civil war, terrorism, and organized crime-is a problem of weak states. Surprisingly, though, pirates do not operate in the least governed areas of weak states. Pirate Lands addresses this puzzle by explaining why some coastal communities experience more pirate attacks in their vicinity than others. Pirates do well in places where elites and law enforcement can be bribed but they also need access to functioning roads, ports, and markets. Using statistical analyses of cross-national and sub-national data on pirate attacks in Indonesia, Nigeria, and Somalia, Daxecker and Prins detail how governance at the state and local level explain the location of maritime piracy. Pirate Lands employs geo-spatial tools to rigorously measure how local political capacity and infrastructure affect maritime piracy. Daxecker and Prins find that pirates operate in areas where local governance is weak enough to incentivize collusion among pirates and local authorities, yet strong enough to ensure that infrastructure and markets are sufficiently developed to permit the organization of sustained piracy. Interviews with former pirates, community members, and maritime security experts based on field research in Indonesia and Nigeria complement the quantitative findings. Pirate Lands offers the first comprehensive, social-scientific account of maritime piracy"--

Summary:

This comprehensive volume analyzes dual markets for regulated substances and services, and aims to provide a framework for their effective regulation. A “dual market” refers to the existence of both a legal and an illegal market for a regulated product or service (for example, prescription drugs). These regulations exist in various countries for a mix of public health, historical, political and cultural reasons. Allowing the legal market to thrive, while trying to eliminate the illegal market, provides a unique challenge for governments and law enforcement. Broken down into nine main sections, the book studies comparative international policies for regulating these “dual markets” from a historical, legal, and cultural perspective. It includes an analysis of the markets for psychoactive substances that are illegal in most countries (such as marijuana, cocaine, opiods and amphetimines), psychoactive substances which are legal in most countries and where consumption is widespread (such as alcohol and tobacco), and services that are generally regulated or illegal (such as sports betting, the sex trade, and gambling). For each of these nine types of markets, contributions focus on the relationship between regulation, the emerging illegal market, and the resulting overall access to these services. This work aims to provide a comprehensive framework from a historical, cultural, and comparative international perspective. It will be of interest to researchers in criminology and criminal justice, particularly with an interest in organized crime, as well as related fields such as sociology, public policy, international relations, and public health.

Summary:

Opium and its derivatives morphine and heroin have destroyed, corrupted, and killed individuals, families, communities, and even whole nations. And yet, for most of its long history, opium has also been humanity's most effective means of alleviating physical and mental pain. This extraordinary book encompasses the entire history of the world's most fascinating drug, from the first evidence of poppy cultivation by stone-age man to the present-day opium trade in Afghanistan. Dr. Thomas Dormandy tells the story with verve and insight, uncovering the strange power of opiates to motivate major conflicts yet also inspire great art and medical breakthroughs, to trigger the rise of global criminal networks yet also revolutionize attitudes toward well-being. Opium: Reality's Dark Dream traverses the globe and the centuries, exploring opium's role in colonialism, the Chinese Opium Wars, laudanum-inspired sublime Romantic poetry, American "Yellow Peril" fears, the rise of the Mafia and the black market, 1960s counterculture, and more. Dr. Dormandy also recounts exotic or sad stories of individual addiction. Throughout the book the author emphasizes opium's complex, valuable relationship with developments in medicine, health, and disease, highlighting the perplexing dual nature of the drug as both the cause and relief of great suffering in widely diverse civilizations.

Summary:

Drug overdose, driven largely by overdose related to the use of opioids, is now the leading cause of unintentional injury death in the United States. The ongoing opioid crisis lies at the intersection of two public health challenges: reducing the burden of suffering from pain and containing the rising toll of the harms that can arise from the use of opioid medications. Chronic pain and opioid use disorder both represent complex human conditions affecting millions of Americans and causing untold disability and loss of function. In the context of the growing opioid problem, the U.S. Food and Drug Administration (FDA) launched an Opioids Action Plan in early 2016. As part of this plan, the FDA asked the National Academies of Sciences, Engineering, and Medicine to convene a committee to update the state of the science on pain research, care, and education and to identify actions the FDA and others can take to respond to the opioid epidemic, with a particular focus on informing FDA's development of a formal method for incorporating individual and societal considerations into its risk-benefit framework for opioid approval and monitoring.
